Stage I
Stage I, from CLB 1 to CLB 4, describes the development of basic language ability. Learners in Stage I are developing the skills to communicate in common, predictable and non-demanding contexts about their own basic needs, everyday activities and other personally-relevant topics. Stage I learners accomplish tasks for the community, educational and workplace settings.
